Should we improve everything that can be improved?

It looks like a simple question but has quite a bit of polarized reactions. Most professionals I have posed this question to have responded with a resounding yes. If something can be improved, why shouldn’t we?

On the other hand, when I talk to TOC practitioners, they are quite firm that improvements should be focused in those areas which are constraining the company from achieving its goal.

Is it possible that both the views are right? As it turns out, each one is based on certain profound insights.
