Maharashtra’s unlock policy is a good lesson in segmentation.
The unlock policy announced by Maharashtra government yesterday holds quite a few learnings in customer segmentation. The policy is objective and transparent. Districts and cities are segmented on two important variables. One is the weekly case positivity rate, which depicts the spread of Covid 19 in the area. The second one is the occupancy of oxygen beds in that area, which is a mix of severity and current level of capability.
The policy defines the extent of unlocking in a transparent manner in each of the five segments defined. What I particularly like is the inherent incentive system built into the policy, which nudges people to adopt and practice the Covid appropriate prevention measures. If the citizens behave well, their city is likely to move to a better segment. Similarly, poor behaviour has an in-built disincentive.
